True hope is swift, and flies with swallow's wings; Kings it makes gods, and meaner creatures kings.??

can anyone properly define this quote? its from King Richard 3rd Act 5 Scene 2 -William ShakespeareTrue hope is swift, and flies with swallow's wings; Kings it makes gods, and meaner creatures kings.??
I haven't read the play, but I'd say it means that hope elevates one to something greater. Creatures become Kings and Kings become Gods.
