Yes, and we have already had a lot of change. Significant efforts in areas that Bush either neglected or deliberately failed to address.
-- Economic stimulus bill to stop the imminent depression, and free fall of the economy
--Aid to states to prevent police, fire and teacher lay offs
-- Preventing the dissolution of two major US employers and the immediate loss of at least 2 million manufacturing jobs
--Moving our war effort to Afghanistan, where the terrorists are.
--Cap and Trade bill to lower CO2 emissions
--Health care bill negotiations begun to insure medical care for at least 30 million Americans
--End of torture of prisoners of war, trials for prisoners and closing of Guantanamo.
--Negotiations with Russia and preliminary agreements on arms reductions
This is just a partial list. Compare it to what Bush did in his first 6 months, or even his last 6 months in office.
